Why This Specific Week Fills First
Whale Shark season in La Paz runs November through April, but demand isn't spread evenly across those six months. December through March is peak, and within peak, the holiday stretch is the sharpest spike of the entire season — it's the one window when North American, European, and Mexican domestic travelers are all off work and in Baja Sur at the same time. Boats with a small, fixed daily capacity run out of holiday-week spots weeks or months before the season even opens.
That scarcity doesn't affect every operator equally. Large tour boats can absorb more bookings per departure, so they tend to have room later into the season. Small-group operators — capped at 10 guests or fewer per boat — sell out their best dates first, precisely because there are fewer seats to sell in the first place.

Every operator in La Paz will tell you their trip is a great Whale Shark experience. The number that actually determines how good your day is isn't the marketing copy — it's how many people are on your boat, because of a rule that applies to every operator equally.
Under NOM-171-SEMARNAT-2018, CONANP caps every boat at a maximum of 5 snorkelers plus 1 guide in the water with a Whale Shark at any one time — regardless of how many guests are aboard. A boat with 24 people doesn't get 24 people in the water together. It rotates groups of 5, again and again, while everyone else waits on deck.

The math is simple: the CONANP water-time rule stays fixed no matter the boat, so a smaller group means the same number of rotations get divided among fewer people. On a 10-guest boat, that's two or more turns in the water for everyone. On a 24-guest boat during the busiest week of the year, it's common for guests to get one brief turn — and then watch the rest of the trip from the deck.
